Description: A resolution expressing the sense of the House of Representatives that the Federal Communications Commission should institute an inquiry to ascertain the impact on telephone rates of regulatory changes and judicial decisions affecting the telephone system, and that the Subcommittee on Telecommunications, Consumer Protection, and Finance of the Committee on Energy and Commerce should begin consideration of legislation that will assure that basic telephone service is affordable to all the people of the United States.
